David Fray DDS MBA graduated from Houston Baptist University (BS), from UTSD Houston in 1979 (DDS) and received his MBA with an emphasis in Healthcare administration from Oklahoma City University in 1997. He completed a one-year geriatric long-term care administrator preceptorship at the Arkansas Health Center and has completed post-graduate training in developmental dentistry. Dr. Fray owned his private practice for 15 years and has served 24 years as a public health administrator and educator. He served for five years as the Director of the Arkansas Health Center and the Developmental Disabilities Services Division for the State of Arkansas followed by 14 years in the Hawaii Department of Health as Chief of the Division of Developmental Disabilities and the Hospital and Community Dentistry programs. He is board certified in Long-Term Care, is a licensed Long Term Care Administrator and holds a master’s level Certified Healthcare Emergency Planner (CHEP certification).
Since 2015, he has been Professor in the Department of General Practice and Dental Public Health at the University of Texas Health Science Center, School of Dentistry at Houston. He and his wife, Judy, are the proud parents of two adult children and grandparents to four grandchildren.
